អ្នកនាំពាក្យរាជរដ្ឋាភិបាលសូមជំរាបជូនសាធារណជនអំពីការតវ៉ាជាថ្មីទៀតរបស់រាជរដ្ឋាភិបាលកម្ពុជាចំពោះការបន្តឈ្លានពានព្រំដែនរបស់ថៃ៖
រាជរដ្ឋាភិបាលកម្ពុជាបានតវ៉ាយ៉ាងខ្លាំងនិងជាផ្លូវការចំពោះការបន្តរំលោភបំពានរបស់ថៃលើអធិបតេយ្យ និងបូរណភាពទឹកដីរបស់កម្ពុជា នៅតាមបណ្តោយព្រំដែន។ ការតវ៉ានេះបានធ្វើឡើងបន្ទាប់ពីកងកម្លាំងប្រដាប់អាវុធថៃ នៅចន្លោះថ្ងៃទី៥ ដល់ថ្ងៃទី៧ ខែកក្កដា ឆ្នាំ២០២៦ បានធ្វើសកម្មភាពជីកដីលើកទំនប់ និងរាយបន្លាលួស តាមទិសពីជើងទៅត្បូង នៃបង្គោលព្រំដែនលេខ១៤ ស្ថិតក្នុងសង្កាត់អូរស្មាច់ ក្រុងសំរោង ខេត្តឧត្តរមានជ័យ។ បន្ទាប់មក នៅថ្ងៃទី៩ ខែកក្កដា ឆ្នាំ២០២៦ កងកម្លាំងប្រដាប់អាវុធថៃក៏បានរំលោភចូលក្នុងទឹកដីកម្ពុជា ដើម្បីរាយបន្លាលួស នៅតំបន់បង្គោលព្រំដែនលេខ ២២ ស្ថិតក្នុងភូមិថ្មដូន ឃុំគោកមន ស្រុកបន្ទាយអំពិល ខេត្តឧត្តរមានជ័យ។
សកម្មភាពទាំងនេះគឺជាការរំលោភយ៉ាងច្បាស់លើអធិបតេយ្យ និងបូរណភាពទឹកដីកម្ពុជាដូចដែលបានកំណត់ និងខណ្ឌសីមាតាមផែនទីខ្នាត ១/២០០.០០០ ផលិតដោយគណៈកម្មការកំណត់ព្រំដែនរវាងឥណ្ឌូចិននិងសៀមស្របតាមអនុសញ្ញាបារាំង-សៀម ឆ្នាំ១៩០៤ និងសន្ធិសញ្ញា ឆ្នាំ១៩០៧។ សកម្មភាពទាំងនេះ ក៏ជាការរំលោភបំពានលើមាត្រា៥ នៃអនុស្សរណៈនៃការយោគយល់គ្នា រវាងប្រទេសទាំងពីរស្តីពីការវាស់វែង និងខណ្ឌសីមាព្រំដែនគោក (MoU ឆ្នាំ២០០០) ដែលបានចុះហត្ថលេខានៅថ្ងៃទី១៤ ខែមិថុនា ឆ្នាំ២០០០ ព្រមទាំងបំពានលើចំណុចទី២និងចំណុចទី៦ ក្នុងវិធានការកាត់បន្ថយភាពតានតឹង នៃសេចក្តីប្រកាសរួមនៃកិច្ចប្រជុំពិសេសលើកទី៣ របស់គណៈកម្មាធិការព្រំដែនទូទៅ (GBC) ចុះថ្ងៃទី២៧ ខែធ្នូ ឆ្នាំ២០២៥។
រាជរដ្ឋាភិបាលកម្ពុជាសូមបញ្ជាក់ជាថ្មីថា កម្ពុជាមិនទទួលស្គាល់ជាដាច់ខាតនូវខ្សែព្រំដែន ឬការទាមទារទឹកដីជាឯកតោភាគីរបស់ភាគីថៃនោះឡើយ ហើយសកម្មភាពខាងលើនេះ នឹងមិនប៉ះពាល់ដល់សិទ្ធិស្របច្បាប់ ឬជំហររបស់កម្ពុជាទាក់ទងនឹងខ្សែបន្ទាត់ព្រំដែនអន្តរជាតិរបស់ខ្លួនឡើយ។ រាជរដ្ឋាភិបាលកម្ពុជា ស្នើឱ្យភាគីថៃបញ្ឈប់សកម្មភាពទាំងនេះនៅក្នុងតំបន់ដែលបានលើកឡើងខាងលើ ក៏ដូចជាតំបន់ផ្សេងទៀតដែលត្រូវបានកាន់កាប់ដោយខុសច្បាប់ដោយកងកម្លាំងប្រដាប់អាវុធថៃ តាំងពីឆ្នាំ ២០២៥ មក ដើម្បីកាត់បន្ថយភាពតានតឹង និងជំរុញការជឿទុកចិត្តគ្នាទៅវិញទៅមក ដើម្បីសម្របសម្រួលឈានទៅការដោះស្រាយជម្លោះដោយសន្តិវិធី និងការស្តារឡើងវិញនូវសន្តិភាព ស្ថិរភាព និងទំនាក់ទំនងភាពជាអ្នកជិតខាងល្អ នៅតាមបណ្តោយព្រំដែនកម្ពុជា-ថៃ។
កម្ពុជានៅតែប្តេជ្ញាចិត្តក្នុងការដោះស្រាយរាល់ជម្លោះព្រំដែនជាមួយប្រទេសថៃ ក៏ដូចជាជាមួយប្រទេសជិតខាងទាំងអស់ដោយសន្តិវិធី ស្របតាមច្បាប់អន្តរជាតិ និងកិច្ចព្រមព្រៀងទ្វេភាគីដែលមានស្រាប់ ព្រមទាំងប្រកាន់ខ្ជាប់នូវជំហរជាគោលការណ៍របស់ខ្លួនថា បន្ទាត់ព្រំដែនមិនត្រូវផ្លាស់ប្តូរដោយប្រើកម្លាំងនោះឡើយ៕

The Royal Government of Cambodia has formally lodged a strong protest against Thailand’s continued violations of Cambodia’s sovereignty and territorial integrity along the border. Between 5 and 7 July 2026, Thai armed forces excavated the earth to construct an earthen embankment and laid barbed wire running from north to south of Boundary Pillar No. 14 in Sangkat O Smach, Samraong City, Oddar Meanchey Province. Later, on 9 July 2026, Thai armed forces encroached upon Cambodian territory to lay barbed wire in the area of Boundary Pillar No. 22 in Thmor Daun Village, Kork Morn Commune, Banteay Ampil District, Oddar Meanchey Province.
These activities constitute a clear violation of Cambodia’s sovereignty and territorial integrity as defined and delimited by the 1:200.000-scale maps produced by the Commissions of Delimitation of the Boundary between Indo-China and Siam, pursuant to the Franco-Siamese Convention of 1904 and the Treaty of 1907. These activities also breach Article 5 of the Memorandum of Understanding between the Government of the 2 Kingdoms on the Survey and Demarcation of the Land Boundary (MoU 2000), signed on 14 June 2000, and Point 2 and Point 6 of Item I (De-escalation Measures) of the Joint Statement of the 3rd Special Meeting of the General Border Committee (GBC) on 27 December 2025.
The Royal Government of Cambodia reiterates that it does not recognize any boundary line or territorial claim unilaterally asserted by Thailand and that the aforementioned activities shall not prejudice the legal rights or position of the Kingdom of Cambodia regarding its international boundary.
The Royal Government of Cambodia urges Thailand to cease such activities in the above-mentioned areas, as well as any other areas unlawfully occupied by Thai forces since last year, with a view to de-escalating the situation, fostering mutual trust, facilitating peaceful settlement of disputes, thereby restoring peace, stability and good- neighbourly relations along the Cambodia-Thailand border.
Cambodia remains committed to resolving all boundary disputes with Thailand, as with all its neighbours, exclusively through peaceful means, in line with international law and existing bilateral agreements, while firmly upholding its principled position that borderlines must not be changed by force.
