រាជរដ្ឋាភិបាលកម្ពុជា បានតវ៉ាជាផ្លូវការយ៉ាងខ្លាំងបន្ថែមទៀតចំពោះការបន្តរំលោភបំពានរបស់ថៃមកលើអធិបតេយ្យ និងបូរណភាពទឹកដីកម្ពុជាតាមបណ្ដោយព្រំដែន។ ការតវ៉ានេះធ្វើឡើងបន្ទាប់ពីកងកម្លាំងប្រដាប់អាវុធថៃ អមដោយព្រះសង្ឃថៃផង នៅថ្ងៃទី៣០ ខែកញ្ញា ឆ្នាំ២០២៦ បានលើកដងទង់ជាតិនៅតំបន់ច្រកទ្វារអន្តរជាតិថ្មដា ឃុំថ្មដា ស្រុកវាលវែង ខេត្តពោធិ៍សាត់។ នេះគឺជាករណីថ្មីមួយទៀត ដែលថៃប្រើប្រាស់ការដាក់ទង់ជាតិដើម្បីកាន់កាប់ទឹកដីកម្ពុជាដោយខុសច្បាប់។

រាជរដ្ឋាភិបាលកម្ពុជា តវ៉ាយ៉ាងខ្លាំងប្រឆាំងនឹងសកម្មភាពខាងលើ ដែលជាការបំពានយ៉ាងច្បាស់លើអធិបតេយ្យ និងបូរណភាពទឹកដីរបស់កម្ពុជាដូចដែលបានកំណត់និងខណ្ឌសីមា ដោយផែនទីខ្នាត ១/២០០.០០០ ផលិតដោយគណៈកម្មការកំណត់ព្រំដែនរវាងឥណ្ឌូចិន និងសៀម អនុលោមតាមអនុសញ្ញា បារាំង-សៀម ឆ្នាំ១៩០៤ និងសន្ធិសញ្ញាឆ្នាំ១៩០៧។ សកម្មភាពនេះ ក៏រំលោភលើមាត្រា៥ នៃអនុស្សរណៈនៃការយោគយល់គ្នារវាងរាជរដ្ឋាភិបាលនៃប្រទេសទាំងពីរ ស្តីពីការវាស់វែងនិងខណ្ឌសីមាព្រំដែនគោក ដែលបានចុះហត្ថលេខា កាលពីថ្ងៃទី១៤ ខែមិថុនា ឆ្នាំ២០០០ និងចំណុចទី១ នៃវិធានការកាត់បន្ថយភាពតានតឹងដែលចែងក្នុងសេចក្តីប្រកាសរួមនៃកិច្ចប្រជុំពិសេសលើកទី៣ របស់គណៈកម្មាធិការព្រំដែនទូទៅ(GBC) ចុះថ្ងៃទី២៧ ខែធ្នូ ឆ្នាំ២០២៥។

រាជរដ្ឋាភិបាលកម្ពុជាសូមបញ្ជាក់ជាថ្មីថា កម្ពុជាមិនទទួលស្គាល់ជាដាច់ខាតនូវខ្សែបន្ទាត់ព្រំដែន ឬការទាមទារទឹកដីជាឯកតោភាគីដោយប្រទេសថៃ ហើយសកម្មភាពដែលបានរៀបរាប់ខាងលើនឹងមិនប៉ះពាល់ដល់សិទ្ធិស្របច្បាប់ ឬជំហររបស់កម្ពុជាទាក់ទងនឹងព្រំដែនអន្តរជាតិរបស់ខ្លួនឡើយ។

រាជរដ្ឋាភិបាលកម្ពុជា ទាមទារឱ្យប្រទេសថៃបញ្ឈប់ជាបន្ទាន់នូវរាល់សកម្មភាពខុសច្បាប់ទាំងនេះ និងបញ្ឈប់រាល់សកម្មភាពជាឯកតោភាគី ហើយត្រូវបន្ធូរបន្ថយភាពតានតឹង លើកកម្ពស់ទំនុកចិត្តគ្នាទៅវិញទៅមក ព្រមទាំងរក្សាសន្តិភាព និងភាពជាអ្នកជិតខាងល្អ តាមបណ្ដោយព្រំដែនរវាងប្រទេសទាំងពីរ។ កម្ពុជានៅតែប្តេជ្ញាចិត្តក្នុងការដោះស្រាយបញ្ហាព្រំដែនជាមួយប្រទេសថៃ ក៏ដូចជាជាមួយប្រទេសជិតខាងទាំងអស់ដោយសន្តិវិធី ស្របតាមច្បាប់អន្តរជាតិ និងកិច្ចព្រមព្រៀងទ្វេភាគីដែលមានស្រាប់ ព្រមទាំងប្រកាន់ខ្ជាប់នូវជំហរជាគោលការណ៍របស់ខ្លួនថា ខ្សែបន្ទាត់ព្រំដែនមិនត្រូវផ្លាស់ប្តូរដោយកម្លាំងនោះឡើយ។

The Royal Government of Cambodia has formally lodged another strong protest against Thailand’s continued violations of Cambodia’s sovereignty and territorial integrity along the border. On 30 September 2026, Thai armed forces, accompanied by Thai monks, erected a Thai flag in the area of the Thmor Da International Border Checkpoint, Thmor Da Commune, Veal Veng District, PursatProvince. This represents a further instance of Thailand using its national flag to assert its unlawful occupation of Cambodian territory.

The Royal Government of Cambodia strongly protests against the abovementioned activity, which constitutes a clear violation of Cambodia’s sovereignty and territorial integrity as defined and delimited by the 1:200,000-scale maps produced by the Commissions for the Delimitation of the Boundary between Indo-China and Siam, pursuant to the Franco-Siamese Convention of 1904 and the Treaty of 1907.

Such activity also violates Article 5 of the Memorandum of Understanding between the Government of the two Kingdom on the Survey and Demarcation of the Land Boundary, signed on 14 June 2000, and Item I (De-escalation Measures) of the Joint Statement of the 3rd Special Meeting of the General Border Committee (GBC) on 27 December 2025.

The Royal Government of Cambodia re-emphasisesthat it does not accept any boundary line or territorial claim unilaterally asserted by Thailand, and that the abovementioned activity shall not prejudice the legal rights or position of the Kingdom of Cambodia with respect to its international boundary.

The Royal Government of Cambodia demands that Thailand cease all such unlawful activities, refrain from further unilateral actions, and work to de-escalate tensions, foster mutual trust, and preserve peace and good neighbourliness along the border.

Cambodia remains committed to resolving all boundary disputeswith Thailand, as with all its neighbours, exclusively through peaceful means, in line with international law and existing bilateral agreements, while firmly upholding its principled position that borderlines must not be changed by force.
