Press Briefing: Update on the Development of the Situation between Cambodia and Thailand

Samdech, Royal Highness, Excellencies, Ladies and Gentlemen, Good Morning!
The JBC (Cambodian side), has once again requested the JBC (Thai side) through notes verbale dated 29 January 2026, which has the following contents:
1- Request to dispatch the Joint Survey Teams (JSTs) of both sides to resume the works of the emplacement of the temporary markers on the terrain, at the boundary segments between Boundary Pillars 42-47 and 52-59 on any suitable date between 9 and 13 February 2026.
2- Propose to convene the 12th meeting of the Cambodian-Thai Operational Group (OG) and the 5th meeting of the Cambodian-Thai Joint Technical Sub-Commission (JTSC) during the second week of February 2026. It is noted that the dispatch of the Joint Survey Teams (JSTs) to continue carrying out works on the terrain and the convening of the Operational Group (OG) meeting and the Joint Technical Sub-Commission (JTSC) meeting, which are technical mechanisms under the JBC, are conducted in accordance with the agreed minutes of the previous Cambodian-Thai JBC meetings.
3- The JBC (Cambodian side) strongly protests against the actions of the Thai military forces, which have cleared and destroyed the homes and properties of the Cambodian citizen and prohibited them from returning to live in their homes. The JBC (Cambodian side) also protests against all activities that lead to changes in the environment of the border area, which are completely contrary to Article 5 of the 2000 MOU and paragraph 2, paragraph 3 and paragraph 4 of the Joint Statement of the 3rd Special General Border Committee (GBC) dated 27 December 2025, especially in violation of the mandate of the JBC.
4- The JBC (Cambodian side) also clarified to the JBC (Thai side) that, in the past, the Thai side had incorrectly stated that demarcation and abornement works could not be implemented until all demining along the border had been completed through the Joint Coordination Task Force (JCTF) mechanism under the General Border Committee (GBC).
In this regard, the JBC (Cambodian side) clearly emphasized to the Thai side that the previous demining work for the purpose of survey, demarcation, and abornement was carried out by the demining team “Booby Trap Clearance Officers” under the JBC mechanism as stipulated in Article 3 of the MOU 2000 and Article 2.4 of the TOR 2003.
Cambodian firmly upholds its position in safeguarding the Cambodia-Thailand International Boundary as inherited from the Commissions of Delimitation of the Boundary between Indo-China and Siam, in full respect of international law, the principle of intangibility of frontiers (Uti possidetis juris), the Franco-Siamese conventions and treaties, the maps and the procès-verbaux of the Commission of the Abornement of the Boundary between Indo-China and Siam, as well as all relevant agreements and documents mutually agreed upon by both parties.
In this regard, the JBC (Cambodian Side) will continue to conduct land surveying and boundary demarcation works with the JBC (Thai Side), at the earliest, with a view to achieving lasting peace along the border and will not recognize any alteration of the boundary line resulting from the use of force.
