Keynote Address by H.E. LTG. Maly Socheata, the Ministry of National Defense Spokesperson: 

Greetings to the general public and members of the press. This morning I would like to provide an update regarding the situation along the Cambodian-Thailand border following the ceasefire agreement between Cambodia and Thailand, which took effect at 12pm on December 27, 2025. The situation in the 4th and 5th military regions remains calm as of 8am this morning.  

Meanwhile, our forces stand strong and are performing their duties with full vigilance in defending the country’s sovereignty and territorial integrity and are adhering to the ceasefire agreement by both Cambodia and Thailand. I would like to emphasize that in the joint statement of the 3rd Special Meeting of the General Border Committee (GBC) between the Kingdom of Cambodia and the Kingdom of Thailand, which was signed by both Cambodia and Thailand on December 27, 2025, under the measure to de-escalate tensions, quite a step was taken when both sides agreed to refrain from disseminating false information or fake news in order to de-escalate tensions, mitigate negative public sentiment, and foster an environment conducive to peaceful dialogue. Based on Cambodia’s commitment to respect and implement the terms of the ceasefire and the joint declaration on the Cambodia-Thailand peace agreement and other related documents in good faith with a high sense of responsibility and in order to effectively contribute to the implementation of the above measure as well as to fully support the outcomes of the joint statement, especially at a stage when Cambodia and Thailand are building mature trust towards achieving a performance ceasefire and restoring peace.  

The Ministry of Information of the Kingdom of Cambodia issued an additional directive on December 27 to the public and to professionals in the information and audiovisual sector as a concrete contribution to promoting implementation of the joint statement with the aim of achieving a performance ceasefire and establishing a solid foundation for peaceful resolution. In the spirit of peaceful resolution with an international legal framework and as a true peace-loving country with a high sense of responsibility, the Royal Government of Cambodia and the Royal Cambodian Armed Forces affirm our firm, sincere, and highest commitment to fully respecting all established agreements. This includes the Cambodia-Thailand ceasefire agreement of July 28, 2025, the joint declaration on the Cambodia-Thailand peace agreement of October 26, 2025, and the recent joint statement of the third special meeting of the General Border Committee (GBC) signed on December 27, 2025, by consistently implementing this term and other agreed documents. We aim to facilitate a rapid return to normalcy and ensure lasting security for the citizens living along our shared border.  

It is worth noting that this ceasefire has already received widespread support from the international community, echoing a collective regional interest in peace. This prevailing stability reflects a shared desire not only between our two nations but across the international community to see peace, stability, and development restored to the region. We reiterate our unwavering position to resolve all issues in accordance with international law, the United Nations Charter, and the ASEAN Charter.
