11:00 AM, February 8, 2026
Samdech, Royal Highness, Excellencies, Ladies and Gentlemen, Good Morning!
The Spokesperson for the Royal Government of Cambodia would like to recall the spirit of the 3rd Special Meeting of the General Border Committee (GBC) dated 27 December 2025 to reflect on the violation from Thai side.
The meeting:
-Recognizes the importance of conducting discussions on the peaceful settlement of disputes in an atmosphere of trust, sincerity, good faith, fairness, and mutual respect in accordance with the purpose and principles of the United Nations Charter, the ASEAN Charter and Treaty of Amity and Cooperation in Southeast Asia, paving the way for a new chapter of peace and cooperation between the two nations.
-Recalls the ASEAN Chair’s Statement of the Special ASEAN Foreign Ministers’ Meeting on the Current Situation Between Cambodia and Thailand, held on 22 December 2025 in Kuala Lumpur.
-Reiterates the firm commitment to refrain from the threat or use of force, peaceful settlement of disputes, and respect for international boundary and international law, for the promotion of peace, security, stability, and prosperity in the region on the basis of mutual respect for the independence sovereignty, equality, territorial integrity, and national identity of the respective nations.
-Reaffirms the unwavering commitment to full and effective implementation of the ceasefire arrangement of 28 July 2025, and all other related existing agreements between Cambodia and Thailand.
-Reaffirms the shared determination to return to dialogue through and build up on the previous agreements as well as existing bilateral mechanisms toward the cessation of all forms of hostilities, and to establish a true and sustainable peace, with a firm commitment to confidence-building and the restoration of normalcy and lasting peace along the border.
In this regard, the continued activities, such as the installation of the containers to block road access inside Cambodian territory further deprives displaced Cambodian civilians from returning safely and with dignity to their homes and properties, reshape the security environment, and amounts to attempts to establish new realities on the ground in areas under Thailand’s illegal occupation… are inconsistent with the spirit of Joint Statement above-mentioned and constitute a blatant violation of Cambodia’s sovereignty and territorial integrity.
The Spokesperson for the Royal Government of Cambodia would like to Re-emphasize that Cambodia is always committed to fully respecting and implementing with good faith the spirit of the Joint Statement dated December 27, 2025, as well as the spirit of the existing agreements.
Cambodia maintains a firm position in safeguarding the Cambodia-Thailand international boundary as inherited from the Commission of Delimitation of the Boundary between Indo-China and Siam, in full respect of international law principles, the principle of intangibility of frontiers (Uti Possidetis Juris), the Franco-Siamese conventions and treaties, the maps, and the procès-verbaux of the Commission of the Abornement of the Boundary between Indo-China and Siam, as well as all relevant agreements and documents mutually agreed upon by both parties. Cambodia will not recognize any alteration of the boundary line resulting from the use of force.
