Keynote Address by H.E. LTG. Maly Socheata, the Ministry of National Defense Spokesperson:

Greetings to the General Public and members of the press!

This afternoon, I would like to provide an update on the situation along the Cambodia-Thailand Border since the ceasefire agreement between Cambodia and Thailand took affect, as of December 28,2025.

The situation at the frontline in the 4th and 5th Military Regions after both Cambodia and Thailand agreed on an immediate ceasefire and signed the Joint Statement, which took affect at 12:00PM (local time) on December 27, 2025 until 4:00PMthis afternoon, has remained calm.

I would like to inform some of the key points of the Joint Statement as follows:

1) Both sides agreed on a ceasefire that take effect from 12:00PM on December 27, 2025.

2) Within 72 hours (meaning three days), after the ceasefire has been strictly implemented, 18 Cambodian soldiers who are under the Thai Military’s custody will be released and repatriated to Cambodia, in accordance with the spirit of the Joint Declaration on Peace between Cambodia and Thailand, in Kuala Lumpur on October 26, singed by Samdach Moha Bovor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, and the Prime Minister of the Kingdom of Thailand, witnessed by His Excellency Donald J. Trump, President of the United States of America, and His Excellency Anwar Ibrahim, Prime Minister of Malaysia.

3) Both sides agreed to allow citizens residing in the affected border areas that are not in high-risk zone, to return to their homes without obstruction, in safety and dignity, under the coordination of the relevant local authorities.

4) All the arrangements under this Joint Statement are without prejudice to the border demarcation and international boundary between the two countries. Both sides agreed to refer to the Joint Boundary Commission to resume, at the earliest, the survey and demarcation works, in accordance with existing agreements between the two countries to achieve lasting peace along the border. Both sides also agreed to give first and foremost priority to the immediate survey and demarcation works in the affected border areas where the civilians resided.

5) Cambodia will continue to strengthen the role of the ASEAN Observer Team (AOT) to enhance its roles to observe, verify, and ensure the effective implementation of the ceasefire, as well as the measures agreed upon in the Joint Statement, and welcomes friendly countries that wish to further contribute assistance in this effort.

Standing in the spirit of peaceful resolution based on the international legal frameworks, the Royal Government of Cambodia and the Armed Forces reaffirm their firm, good will, and sincere commitment to fully respect and implement and uphold all terms of the Ceasefire between Cambodia and Thailand dated July 28, 2025, the Joint Declaration on Peace between Cambodia and Thailand dated October 26, 2025, the Joint Statement adopted in the 3rd Special Cambodia-Thailand General Border Committee (GBC) Meeting on December 27, 2025, as well as other related agreements to move towards a speedy recovery and a return to normalcy, peace, stability, and security for the people living along the border of the two countries.

Our Military forces stand strong and are performing their duties with full vigilance in defending the country’s sovereignty and territorial integrity.
